1939年深秋,在江西波阳北部江山坞诞生了一支中共游击队组织——赣东游击队。大家一致推举程翊为游击队司今。当天晚上,爱民乡公所(在船湾)在睡梦中,那十几支枪就成了游击队的战利品。 刘光前没想到本地又出现了共党游击队,丢了枪支吓破了胆,唯恐性命迟早保不住,就急忙跑到浮梁,将“赣东北游击队肆意乡里”的情况,告到国民党行政督察专员公署,并把专署保安大队的救兵搬到了波北,企图一举剿灭赣东北游击队。
