欧盟向中国输欧光伏产品征收反倾销税的决定在欧盟成员国内部并“不得人心”。在此前进行的“摸底”投票咨询过程中,包括德国、英国等在内的18个成员国反对征税,仅有4个成员国表示支持,另有5个成员国弃权。不过依照欧盟法律,成员国的意见在现阶段尚不能左右欧盟的决定。
The EU’s decision to impose anti-dumping duties on China’s PV products is within the EU member states and “unpopular.” In the previous “consummate” voting consultation process, 18 member states, including Germany and the United Kingdom, voted against the tax. Only four members expressed their support and another five members abstained from voting. However, in accordance with EU law, the views of member states at this stage still can not control the EU’s decision.
