2007年5月,新疆奇台县开垦河灌区被自治区水利厅确定为农业水价综合改革试点灌区以来,连续4年(2008年—2011年)作为改革的示范项目区,在项目建设过程中,奇台县政府、水利部门及灌区所在地政府、灌区农民用水户协会高度重视,通过狠抓组织协会培训、项目实施,使试点项目各项的改革、建设工作进展顺利,而且取得了预期的效果。截至目前,该灌区运行效益明显,受益群众的普遍赞誉。
In May 2007, the reclamation irrigation area in Qitai County, Xinjiang Autonomous Region, was designated as the Pilot Area for Comprehensive Reform of Agricultural Water Price by the Irrigation and Drainage Bureau of Autonomous Region for four consecutive years (2008-2011) as a demonstration project area for reform.
