档案工作,是进行社会主义建设和科学研究不可缺少的一项专门事业。为之建立科学、完整的管理思想和方法是客观实际的需要。比如全面质量管理(简称TQC)是一门现代化管理的科学,从60年代算起,国内外推行应用TQC的实践证明:其理论观点和方法适用于各行各业,也同样适用于档案工作。 全面质量管理,就是企业全体职工及有关部门,把专业技术、经营管理、数理统汁和思想教育结合起来,建立起从产品的研究设计、生产制造、售后服务等活动全过程的质量保证体系,从而用最经济的手段,生产出用户满意的产品。其基本特点是从过去的事后检验、把关为主,转变为以预防、改进为主,从管结果变为管过程中的诸因素,抓住主要矛盾,发动全员、全部门参加,依靠管理理论、程序和方法,使生产经营的全过程都处于受控状态。
