军队电视剧创作起始于八十年代后期,当时只有几个话剧团和电视台联合摄制了一些中短篇,影响也不大。1987年6月,总政文化部举行了第一届全军电视剧汇演和评奖,同时还举办了一期培训班,可以说是军队电视剧创作的起步。之后,总政文化部为全军配发了电视摄录设备,并连续举办了三期电视创作骨干培训班,军队的各大单位相继成立了专业摄制电视剧的电视艺术中心,军队的电视剧创作摄制队伍才逐渐成长起来。其后,每年举行一届全军电视剧评奖,自1994年度的第七届开始正式命名为“金星奖”,比较有力地促进了军队电视剧创作的发展和繁荣。
