(一)储蓄工作底特性储蓄工作具有五个特性:政治性、组织性、教育性、群众性、服务性。储蓄工作之带有政治性,不仅在于我们人民储蓄事业本身就肩负着建设祖国稳定市场的政治任务,而且在人民生活程度还不算高的情况下来发展储蓄,就必须和当前的政治运动相结合起来;事实上,我们的业务发展,也确在与抗美援朝相结合提出「爱国主义储蓄」的口号后,才大见起色。从零星资金的集中与发动竞赛组织认储等工作上讲,储蓄业务又是一个极其繁重而细致的组织工作和教育工作,特别对没有储蓄习惯或深受过通货膨胀时储蓄损失的人,更须要加以反覆宣传和教育。我行有一位同志曾用四十二分钟时间说服了一个老女工储蓄一万元,从而带动了其他女工参加储蓄。这一切都说明了今天的储蓄工作是一个群众性的组织工作和教育工作。而这种群众性的组织工作与教育工作,必须吸取群众智慧和学习群众情感来丰富我们的宣传教育内容。譬如德丰纱厂工人编了一首歌曲提高了全厂工人储蓄兴趣,这是说明了掌握群众认识提高,业务才容易开展。但是单靠这些还不够使我们的工作巩固与持久下去,又必须处处体贴群众,替他们解决一些应该与可能解决的琐屑困难,使他们深切感觉银行人员是全心全意为人民服务的。这样才会使他们信赖我们,才会使我们的业务根深蒂固,顺利开展。
