沈阳日报社办《沈阳日报》、《沈阳晚报》两张报纸。1992年初以来,我们为了增强报社的凝聚力,充分调动起编采人员的工作积极性,在内部人事、分配制度改革和加强管理方面作了一些探索,实行内部职称聘任制,取得了可喜成果。选准突破口——改革聘任制《沈阳日报》、《沈阳晚报》两个编辑部共有170多名编采人员,但过去却经常出现“稿荒”,特别是有分量的重点稿“稿荒”。为什么会出现这种情况?我们在分析原因时找到了症结,那就是相当一部分编采人员工作没有积极性,精力没有用在办报上。具体说来,有这样几种情况:一是,有的记者不务正业,整天陷在应酬中,报社有关部门曾做过统计,有些记者平均每天至少参加一个会(产品鉴定会、新闻发布
