扩权县改革作为我国地方行政体制改革的重要实践尝试,对推动县域经济发展、促进县级政府职能转变具有重要意义。然而,在当前的改革实践中,扩权县改革仍然面临着府际权限边界模糊、经济与人事领导权割裂、区域性公共供给减少等诸多困境。为此,必须从推动改革立法、厘清各级政府权责职能、推进干部人事制度改革以及完善配套措施等方面着手,进一步巩固和深化扩权县改革。
As an important practical attempt to reform the local administrative system in our country, the expansion of the county power is of great significance to promote the development of the county economy and to promote the transformation of the county government functions. However, in the current reform practice, the reform of expanding counties still faces many difficulties such as ambiguous boundaries of government authority, fragmentation of economic and personnel leadership, and reduction of regional public supply. To this end, we must proceed from promoting the reform of legislation, clarifying the functions and responsibilities of government at all levels, promoting the reform of cadre and personnel systems, and improving supporting measures to further consolidate and deepen the reform in expanding powers.
