笔者认为,要有效缓解农村劳力短缺难题,就应当支持农民工返乡创业。一方面,积极为返乡农民工搭好创业平台。相关基层组织和农业、劳动保障等相关部门,应从政策、投资、信贷等方面加大支农工作力度,引进资金,发展项目,通过土地入股、租赁、承包、转让、合伙经营等多种形式,盘活农业生产要素,不断降低创业门槛,让他们能尽快找到致富门路。
