根据《国家中长期人才发展规划纲要(2010—2020年)》,2011年3月,国家民委印发《国家民委中长期人才发展规划(2011—2020年)》,提出了国家民委人才优先发展战略和人才队伍建设的目标任务、政策措施和重点抓好的六大人才项目。第一期国家民委中青年专业技术骨干能力建设研修班于2011年4月举办,拉开国家民委进一步加大对专业技术人才队伍,特别是对领军人才、创新团队以及中青年专业技术骨干人才重点培养的序幕。2015年11月17日,第五期国家民委中青年专业技术骨干创新能力建设研修班在中央民族干部学院开班。
