为保证供应运输及时,继续支援解放战争,和便利物资交流,迅速恢复与发展经济建设,必须迅速大量的修复全国铁路交通;但当前最感困难者,是铁路器材缺乏,赶造不及,因此中央铁道部决定:将民间保存、机关收藏、市场上积存或出售的铁路器材,动员收集起来,以便于修复铁路。为此特颁发『收集铁路交通器材暂行办法』与秘字第二号布告,随文附发,希各级政府根据此二文件之精神,向全体工作人员及群众说明爱护与收集铁路交通器材的重要意义,使其认识到这是迅速取得全国军事胜利和恢复与发展生产建设,促进城乡物资交流,繁荣经济的重要步骤,使群众自觉自愿的爱护与献交铁路交通器材,圆满完成收集
