最近笔者对河北省一部分欠发工资的县乡进行了调查,发现近年来拖欠县乡公教人员工资有加重趋势。公教人员工资的正常发放,关系着国家工作人员的基本生活保障和国家机关的正常运转。因此解决长期形成的欠发公教人员工资问题,是当前地方财政的当务之急。各级、各部门党政领导一定要从讲政治的高度,从维护社会政治稳定的高度,妥善解决好公教人员工资发放问题。第一,改革支出管理,调整支出结构。预算安排要把保工资放在第一位,预算安排要打足,工资支出不能留缺口。预算编制上严格按支出改革
Recently, I conducted a survey on a part of the under-funded counties and townships in Hebei Province and found that there was a tendency to aggravate the wage salaries of public officials in counties and towns in recent years. The normal payment of public education staff salaries is related to the basic living guarantee of state staff and the normal operation of state organs. Therefore, to solve the long-term problem of the wages of under-aged public officials is a top priority of the local finance. Party and government leaders at all levels and in all departments must properly address the issue of the payment of salaries of public education personnel from the height of politics and from the perspective of maintaining social and political stability.
