梁济运河系京杭运河山东省梁山至济宁段的运河，流经山东省泰安、菏泽、济宁三市（地）8个县区，并有济宁等城镇和津浦、京九等重要铁路干线及济宁电厂、煤矿等大型厂矿企业．是济北地区一条主要排水骨干河道，又是黄河特大洪水东平湖水库滞黄后相机分泄底水的遇水通过，属黄河下游的重，大工程之一，也是南水北调东线输水干线和济宁市引黄河水、大汉河水补给南四湖的输水平道，具有防洪、除涝、引水、灌溉、航运等综合效益．为提高该运河管理水平，济宁市梁济运河引黄补南工程管理处确立了以工程为基础，以效益为中心，以水法规为依据，以收费为突破口的管理方针．通过实施以堤防完整化、堤顶公路化、堤坡革杂化、俄堤园林化、内部管理规范化建设为主要内容的规范化管理，走出了一条“管理、经营、收费”三位一体的发展途径，河道管理水平迈上了新台阶，并取得了良好的经济效益和社会效益．
