改革开放以来,我国经济持续、高速发展,但在经济运行中也曾数次出现过热,每次都试图使经济“软着陆”,但均未获得成功。例如:1984年第4季度开始经济出现过热,1986年力图“软着陆”,结果未“着陆”却再次起飞;1988年经济过热,实施治理整顿,想“软着陆”,结果由于力度过大,最终导致了“硬着陆”。最近这一次面对1993年再次过热的国民经济,我们沉着应对,锲而不舍,经过3年多的努力,终于实现了“软着陆”。1996年国民经
