“加强内部监督,规范执法办案行为”是秦皇岛市海港区人民检察院多年来抓队伍建设一贯奉行的准则,尤其对自侦部门的监督更是该院多年来工作的重点。十余年来,该院办理自侦案件百余起,从未出现人员违规、违法现象,也没有发生一起因正当理由涉检上访事例。关键因素何在?回顾以往,可归结为该院始终以“外树形象、内强素质”为宗旨,摸清不同时期在办理不同案件过程中,易诱发触及舞弊问题的症结,坚持以“教育、制度、监督”三位一体,搭建公正执法和阳光办案工作平台,建立健全依法行权和用权问责长效机制,堵源截流消除执法办案中的违法违规现象。
