Timber is an important material for national economic construction. Over the years, timber supply has failed to meet the needs of the country’s construction and the growing needs of people’s lives. The demand for timber in the society is increasing, and the contradiction between supply and demand is very prominent. This contradiction cannot be conceived to be solved in a short period of time, and the phenomenon of shortage of wood will continue. In order to systematically develop and rationally utilize forest resources, it is necessary to implement planned production, planned distribution, and verification of uniform factory prices. The current ex-factory price of wood was implemented in 1953. Great changes have taken place in the production, circulation, and management of timber during the past 30 years.
