随着时代的发展和社会的进步,我国的机关单位经常要进行相关工作的档案管理工作,相关的工作人员要整理资料,并进行档案创建,这样才能够在上级领导进行检查的过程中充分准备好验收资料。档案的创建一方面能够对档案资料进行有序的整理,另一方面会对文件归档产生一定的冲突。本文主要是就创建档案对文件归档的冲突和应对措施进行研究。
