浦东旧住宅小区的住房是指以动迁户为主的公房和售后公房,这一地区是新区物业管理矛盾最多、历史遗留问题最集中的地方,表现为住房质量差、管理不规范、物业服务水平低。根据调查,物业公司由于收费低、负担重、政策不配套,致使多数企业处于亏损和潜亏状态,难以承担旧住宅小区的物业管理重任。调查表明,如果在浦东旧住宅小区实行营业税“先征后返”的税收优惠政策,一方面可以提高物业公司的收入;另一方面通过制定“具体实施办法”将这部分收入直接用于提高物业服务质量,使这一地区的住户真正得到实惠。而物业公司通过提高服务质量进而提高物业管理费的“收缴率”,从而逐步解决旧住房小区的历史遗留问题,减少矛盾,缩小旧住房与商品房物业管理服务的差距。
