联邦铁路局(FRA)改革与发展办公室正开展研究,如何加强管理,满足在各种紧急情况下,安全、及时、有效的将乘客从客车厢紧急疏散。目前正对各种疏散概念、策略及技术展开调查和评估,以确定是否适合美国客车车辆的实际。作为运输研究委员会(TRB)在华盛顿召开的年度例会的一部分,2010年1月9日,FRA组织召开了关于旅客列车紧急疏散的“人为因素”研讨会。会议内容包括两个方面:(1)有关运输车辆紧急疏散最近的研究结果;(2)参加会议人员到现场亲身经历,挑战从倾翻的市郊铁路车辆及地铁隧道内遭碰撞的运输车辆中逃生。客车倾翻装置模拟器地铁隧道图1WMATA紧急疏散培训设施在运输研究委员会研讨会上使用倾翻装置(ROR)模拟器,演示从市郊铁路车辆中如何逃生。倾翻模拟装置的制造由FRA提供资金。旋转器维护及培训设施在兰多弗希尔斯。倾翻装置模拟器能现场模拟铁路车辆在脱轨或者其他事故后倾翻的各种角度。倾翻装置模拟器被华盛顿市区运输局(WMATA)作为紧急响应机构的培训工具,是为政府机构及工业组织示范各种紧急疏散的相关设备。
The Office of Reform and Development at the Federal Railroad Administration (FRA) is studying how to strengthen its management to meet the urgent, evacuation of passengers from the passenger compartment in a safe, timely and efficient manner in all emergency situations. Various evacuation concepts, strategies and technologies are currently under investigation and assessment to determine whether they are suitable for the actual status of U.S. bus vehicles. As part of the TRB’s annual meeting in Washington, on January 9, 2010, FRA organized a “Human Factors” seminar on the emergency evacuation of passenger trains. The meeting included two aspects: (1) the latest findings on the emergency evacuation of transport vehicles; (2) the attendance of participants to the scene to experience the challenge of fleeing from overturned suburban railway vehicles and collided transport vehicles in subway tunnels . Bus Tipping Device Simulator Subway Tunnel Figure 1 WMATA Emergency Evacuation Training Facility At the Transport Research Council workshop, a tumbling rig (ROR) simulator was used to demonstrate how to escape from a suburban railway vehicle. The fabrication of tipping simulators is funded by the FRA. Spinner maintenance and training facility in Randolph Hills. Tilting device simulator can simulate various angles of railway vehicles in the scene after derailment or other accidents. Tipping Device Simulator was used by the Washington Metropolitan Authority for Transport (WMATA) as a training tool for emergency response agencies to demonstrate various emergency evacuation related equipment for government agencies and industrial organizations.
