一、前言1991年太湖流域特大洪涝灾害暴露出太湖流域急需全面治理,太湖与其主要泄洪水道黄浦江之间缺乏畅通的联系,连接两者的人工运河太浦河自50年代末开工以来长期中断、未能畅通,因此,洪灾后国家计委把太浦河续建作为紧迫工程处理、从而拉开太湖流域综合整治序幕。上海市长期受到水环境污染的困扰,黄浦江市区段污染日益严重,迫使市区饮用水取水口不断上移,前几年建设的临江取水口由于中下游污水的上溯,水质难以保证,因而上海市决定实施黄浦江上游引水
I. Preface In 1991, the severe flooding in the Taihu Lake Basin exposed the urgent need for comprehensive control of the Taihu Lake Basin. There was no clear connection between Taihu Lake and its main flood discharge channel, the Huangpu River. The Tai Canal, the artificial canal connecting the two, was suspended for a long time since it was started in the late 1950s. Therefore, after the flood disaster, the State Development Planning Commission decided to rebuild the Taipu River as an urgent project to start the prelude to the comprehensive improvement of the Taihu Lake Basin.
