党的十八届三中全会明确提出,全面深化改革的总目标是完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化。这一总目标的提出,是我国社会主义建设和改革的正反两方面的经验总结,表明了我们党对政治社会发展规律的深入把握。因此,腐败问题的治理也必须由治标转向治本,切实提高治理腐败能力的现代化水平。
The Third Plenary Session of the 18th CPC Central Committee made it clear that the overall objective of deepening the overall reform is to perfect and develop the socialist system with Chinese characteristics and to promote the modernization of the state governing system and governance capacity. This general objective is put forward as a summary of the positive and negative experiences in the socialist construction and reform in our country, which shows our party’s thorough understanding of the law governing the development of political society.
