江泽民总书记在中国共产党第十四大代表大会的报告中指出:“以上海浦东开发开放为龙头,进一步开放长江沿岸城市,尽快把上海建成国际经济、金融、贸易中心之一,带动长江三角洲和整个长江流域地区经济新飞跃”.这标志着我国的对外开放已从南部沿海地区向中国最富饶的长江流域地区推进. 浦东新区紧靠基础雄厚的上海老市区,背倚物阜人丰的长江三角洲,面对太平洋及东南亚的发达国家和地区,是一块在东南亚沿海很难找到的开发宝地.上海浦东开发作为长江流域辽阔地带改革开放的龙头,已经举世瞩目. 去年本刊在第一期上曾以《中国最大的跨世纪工程-上海浦东开发》为题,发表署名文章,对浦东开发的蓝图作了概略的介绍.时隔一年,浦东新区开发工程进展如何?在总体规划上有些什么发展?在实践上取得了哪些成就?在政策上又有哪些新招?新年伊始,本刊特发表皇甫东的文章再作介绍.
