湖州市双林镇针对村卫生室的现状,采取由镇卫生院延伸至村办分院等形式,实行乡村卫生组织一体化管理。从试点至今,经两年实践,显示了优越性和生命力。双林镇在实施初级卫生保健过程中,整顿重建了7个村卫生室,18名乡村医生在其中工作,并以“以院带室”的形式进行日常管理。此后,行医秩序有了好转。但有章不循、进药收费混乱等问题,依然不同程度地存在,工作的随意性和不稳定性时隐时现,与政府倡导的初衷相距较远。而且,还影响到初保成果的巩固提高。对此,镇和卫生院的领导按照“集体所有、合理布点、乡办乡管(或村办乡管)、能防能治”的原则和有效利用卫生资源,搞好区域卫生规划的要求。全镇以卫生院为中心,分
