六十年代中期的菲律宾是亚太地区最先进的国家之一。它的工业实力仅次于日本,它的出口收入远远超过南朝鲜和泰国(参看表1)。拥有丰富自然资源和高教育水平劳动力、并由世界最富强的国家(美国)公开支持的自由民主政府统治的菲律宾,无疑具有迅速的经济增长所必需的基本条件。回顾六十年代,当时曾经预测,菲律宾不用多久就会加入享有声望的先进工业化国家的行列。
The Philippines of the mid-1960s was one of the most advanced in the Asia-Pacific region. Its industrial strength is second only to that of Japan, which exported far more than South Korea and Thailand (see Table 1). The Philippines, which is governed by a free and democratic government with abundant natural resources and a well-educated workforce and openly backed up by the world’s richest nation (the United States), undoubtedly possesses the basic conditions necessary for rapid economic growth. Looking back to the 1960s, it was predicted at the time that the Philippines would soon join the ranks of prestigious advanced industrialized nations.
