国家体改委副主任洪虎最近指出今年改革的三条思路: 一、为国有企业建立现代企业制度创造条件,减轻企业负担。包括解决企业的历史债务问题,把企业承担的社会职能分离出来。解决企业办社会的问题,使企业负担的失业、养老保险真正实现社会化,为企业多余人员寻找就业出路。 二、选择少数企业进行现代企业制度的试点。试点工作在明年将有较大的推进,同时继续用《公司法》规范股份制企业。
