作为支柱产业,制造业的技术效率对东北地区的经济发展起着举足轻重的作用。笔者运用随机前沿模型,利用2001—2011年间18个样本行业的面板数据,对东北三省制造业的技术效率进行了测算和比较。结果显示,分析期间东北三省整体的技术效率水平呈上升趋势,无效率因素平均为70%,但存在行业差异;从各省比较来看,黑龙江省的技术效率水平超过了辽吉两省,占据东北地区的鳌头,同时受地域因素的影响,各个行业在各省之间也存在明显的差异。因此针对不同的行业应采取不同的发展战略,同时东北地区应深化经济体制改革,减少技术无效率因素的影响,努力提高企业的经营管理水平。
As a pillar industry, the technical efficiency of manufacturing plays a decisive role in the economic development of the Northeast. Using the stochastic frontier model, the authors used the panel data of 18 sample industries from 2001 to 2011 to measure and compare the technical efficiencies of manufacturing industries in the three northeastern provinces. The results show that during the period of analysis, the overall technical efficiency of the three northeastern provinces in China showed an upward trend, with an average of 70% of the inefficiency factors, but there were industry differences. Compared with other provinces, the technical efficiency of Heilongjiang Province surpassed that of the Liaogu and Dongbei provinces The region’s Ngau Tau, at the same time by the geographical factors, various industries in the provinces there are also significant differences. Therefore, different industries should adopt different development strategies, while northeast China should deepen economic restructuring and reduce the impact of technological inefficiencies, and strive to improve the management level of enterprises.
