党的十四届五中全会提出,实现“九五”计划和2010年远景奋斗目标,关键是实行两个具有全局意义的根本性转变:一是经济体制从传统的计划经济体制向社会主义市场经济体制转变,二是经济增长方式从粗放型向集约型转变。实行两个根本转变是一场深刻的社会大变革,它不仅会改变人们的生产方式,有利于解放和发展社会生产力,提高人们的物质生活水平,而且会改变人们的思维方式、活动方式和生活方式,改变人们的精神生活,促进精神文明建设。党的十四届六中全会专门就加强社会主义精神文明建设若干重要问题作出决议,这也为研究和加强两个根本转变中的思想道德建设提供了强有力的思想武器,使我们有了更清晰、更明确的思路。
