国企,这里指的主要是国有工业企业。从中共十一届三中全会以来,中国的国企改革大体经历了三个阶段:一是以“简政放权,减税让利”为政策调整思路的探索阶段;二是全面推行承包经营责任制的改革相持阶段;三是现在正在进行,以制度创新为特征的攻坚阶段;在这一系列的历史演进中,我们共和国的国企管理体制是怎样一步步走过来的,它经历了什么样的风风雨雨,这里我们按照时间
State-owned enterprises, mainly referred to here as state-owned industrial enterprises. Since the Third Plenary Session of the Eleventh CPC Central Committee, China’s state-owned enterprise reforms have gone through three stages: First, the exploration phase of the policy adjustment strategy of “Simple government decentralization, tax reduction and profit sharing”; and second, the full implementation of contractual management responsibility system.
