作为政府宏观调控的主要手段,城乡规划的主要职能是培育和促进城市生产力的可持续发展,构筑和谐公正的社会环境,营造良好的城市景观和文化氛围,代表和反映广大人民群众的根本利益和追求。科学到位的城乡规划工作,是指导城市建设,推动社会、经济、资源和环境的健康协调发展的基础。因此,做好城乡规划工作,充分发挥城乡规划的综合调控与指导职能。就是对党的十六届三中全会提出的“五统筹”原则的具体运用和实践。
As the main means of government macro-control, the main functions of urban and rural planning are to foster and promote the sustainable development of urban productivity, build a harmonious and fair social environment, create a good urban landscape and cultural atmosphere, represent and reflect the fundamental interests of the broad masses of people and pursue. The urban and rural planning work in place in science is the basis for guiding the urban construction and promoting the healthy and coordinated development of society, economy, resources and the environment. Therefore, do a good job of urban and rural planning, give full play to the comprehensive regulation and guidance functions of urban and rural planning. That is, concrete application and practice of the principle of “five co-ordination” proposed at the Third Plenary Session of the 16th CPC Central Committee.
