一、实施“八七扶贫攻坚计划”,帮助贫困地区改变落后面貌,是党和政府的历史责任 在全国范围大规模地搞扶贫开发已经七八年了。由于始终坚持了开发式扶贫的方针,取得了很大成绩。全国贫困地区广大干部群众为此付出了巨大努力,从中央到地方的各有关部门和社会各界大力支持,为扶贫开发作出了重要贡献。 邓小平同志说,社会主义要消灭贫穷。这是一个长期艰巨的历史任务。这次会议讨论的“八七计划”的任务,就是要从现在起到本世纪末的7年里,解决农村8000万人口的温饱问题,帮助他们脱贫致富。这是我们这一代共产党人和各级人民政府义不容辞的历史责任。
I. It is the historical responsibility of the party and the government to carry out the “Poverty Alleviation Project in August 7” to help the impoverished areas to change their backwardness. It has been seven to eight years since the country started a large-scale poverty alleviation and development project. Great achievements have been made because we have always adhered to the principle of developing poverty alleviation. The cadres and masses in the impoverished areas throughout the country have made tremendous efforts to this end and have given strong support to relevant departments from the central authorities to local authorities and various circles of society, making an important contribution to poverty alleviation and development. Comrade Deng Xiaoping said that socialism wants to eradicate poverty. This is a long-term arduous historical task. The task of the “August 7 Plan” discussed at this meeting is to solve the problem of food and clothing for the 80 million people in rural areas and help them to get rid of poverty and become rich from the present to the end of this century. This is an unshirkable historical responsibility of our generation of communists and people’s governments at all levels.
