1996年,在玉溪地区科技大会上,各县(市)领导与玉溪行署签订了《科技工作目标责任管理书》,开创了云南省科技改革之先河。此项工作得到了全面深人的贯彻,一年之后,取得了可喜的成绩。本文通过“切实加强四大体系建设”、“层层签订科技目标管理责任书”、“大力加强科技经费投入”、“加强对科技创先工作的领导”、“科技项目实施成效显著”、“科技进步促进了经济社会全面发展”六个方面,浅析了实行科技目标责任管理的效益。
