80年代末90年代初,在我国的企业中曾兴起一股“升级”热潮:产品质量、企业管理等纷纷评优定级,然后一年一度地进行检查评比,奖励先进,批评落后。企业档案管理作为企业管理的一个专项被纳入企业发展规划中,同时加以考核。由于这种外在的激励机制,使档案工作出现过一段辉煌的历史。随着“升级”热的降温,尤其是国家为减轻企业包袱,杜绝一些部门借升级之机行不正之风,而于1991年明令停止企业升级活动后,本就冷清的档案部门又冷落下来,重新退回到默默无闻的境地。用辨证的观点来看,任何事物都有正反两面,档案管理升级工作亦不例外。在四、五年的升级活动中,企业档案工作出现了历史性的飞跃,其中最引人注目的应是档案意识的迅速增强。它体现在档案专业人员和有关人员两方面:一、档案专业人员档案意识的增强。在此之前,由于档案工作一直处于默默无闻的境地,档案人员缺乏工作动力,满足于看摊守业。档案工作者的社会地位得不到承认,档案部门固步自封,难于进取.以致档案信息资源的开发处于迟缓状态,极大地阻碍了档
In the late 1980s and early 1990s, there was an upsurge of “upgrading” in the enterprises of our country: product quality, enterprise management, etc. were appraised and graded, and then the annual inspection and evaluation, advanced awards and backward criticism. The social status of archivists can not be recognized, and the archives departments are self-reliant and enterprising, resulting in the slow development of the archives information resources, which has greatly hindered the progress of file archives
