回顾五年总承包所走过的路程,我们体会较深的有三点:一是实行经营承包责任制能有机地把国家、企业、个人三者责权利紧密地结合起来,既给企业增加压力,又给搞活企业带来动力,有利于调动各方面积极性。二是在实行承包的初始阶段,当市场经济变化不大的情况下,上级给企业一定的自主权,确实对搞活企业起到了扶持作用。三是企业要把压力变成动力必须立足内部挖潜,加快内部配套改革,逐步完善经营机制。从目前
