建设卓越的师资队伍是职业教育发展的重要因素。S区职业教育形成了市场引领、政府宏观调控、学校自主发展(适度的自主权)的师资培养模式,其中“双师型”教师比例较高,教师职称结构、年龄结构较为合理。但也存在一些问题,比如,对于“双师型”教师的鉴定较模糊,学校对于教师培训费的使用缺乏自主权,现行的绩效工资制度不合理。通过完善师资培养相关制度建设,促进教师转型发展,鼓励教师继续教育形式多样化,S区的职业教育能够突破困境,取得更好的发展。
Building an excellent faculty is an important factor in the development of vocational education. Vocational education in S district has formed a teacher training model with market leading, macro-control of the government and autonomous development of schools (modest autonomy). Among them, the proportion of teachers with double qualification is higher, and the structure of teachers’ professional titles and ages are more reasonable. However, there are also some problems. For example, the appraisals of “double-qualified teachers” are rather vague. Schools lack autonomy in the use of teacher training fees, and the existing performance-based salary system is unreasonable. By perfecting teacher training system construction, promoting teacher transformation and development, and encouraging teachers to diversify their forms of continuing education, vocational education in Area S can break through the predicament and achieve better development.
