张掖市长安乡有13个村,98个社,5070户,19717人。2000年年底,全乡共有村干部98人,村级职务有支部书记、副书记、村主任、副主任、文书、调解主任、专职会计、出纳、民兵连长兼团支部书记、妇联主任兼计生管理员等,其中有的村村干部有10人之多。全乡村干部平均年龄48岁,高中以上文化程度的18人,占村干部总数的18.40%。村干部编职多,人员多,加之干部工作机制不健全,使村干部在工作中人浮于事,职责不明,责任心差,相互推诿、扯皮的现象比较严重,班子中拉帮结派,搞不团结,分散了干部的精力,影响工作。按照群众的话说,就是“干事没人,吃饭一群”。2000年,98名村干部的工资支出共39.20万元,农民人均负担近20元。这一数据表明,要减轻农民负担,首先必须减少干部职数。精减压缩村干部队伍是一项严肃而复杂的工作,涉及对象多,触及问题广,为此,乡党委召开了专门会议,成立了专门的领导小组。
