由于历史、社会和自然条件等多方面原因,造成浙江省内地区之间经济、技术发展不平衡,明显地存在着经济发达地区和不发达地区的差异。经济发达地区,如列入上海经济区的杭州、宁波、嘉兴、湖州、绍兴五市廿六个县,1982年的工农业总产值占全省的70%,财政收入占全省的82%。而一些经济不发达地区,如地处浙西南的丽水地区,土地面积占全省的六分之一,有优越的自然条件和丰富的资源,但1982年的工农业总产值只占全省的2.71%,财政收入仅占全省的2.05%,全区8个县有5个县财政收支倒挂。省内地区之间经济发展水平上悬殊状况,尽管不可能在短期内消失,但必须逐步改变。不发达地区的长期落后,不仅使当地人民生活难以改善,而且势必制约着全省经济的发展和全省人民生活的进一步改善。因此,为了逐步缩小省内地区之间经济发展水平上的差距,促进全省经济的发展,我们必须有计划、有步骤地加快省内不发达地区的经济发展,制订出符合自然规律和经济规律要求,符合地区经济实际的发展战略。制订这样的战略,需要解决以下几个认识问题。
Due to historical, social and natural conditions and many other reasons, economic and technological development among the regions in Zhejiang Province is not balanced. There are obviously differences between economically developed and underdeveloped regions. Economically developed areas such as the 26 counties of Hangzhou, Ningbo, Jiaxing, Huzhou and Shaoxing, which are included in the Shanghai Economic Zone, accounted for 70% of the province’s total industrial and agricultural output in 1982, accounting for 82% of the province’s total. Some economically underdeveloped areas, such as Lishui in southwestern Zhejiang Province, occupy one sixth of the province’s land with superior natural conditions and abundant resources. However, the gross value of industrial and agricultural output in 1982 accounted for only the entire province’s 2.71%, with the financial revenue accounting for only 2.05% of the province’s total. There are 5 counties in 8 counties in the entire region whose financial revenues are upside down. The disparity in the level of economic development among the regions in the province, though it can not disappear in the short term, must be gradually changed. The long-term backwardness of underdeveloped areas not only makes it difficult to improve the lives of local people, but also will inevitably constrain the development of the province’s economy and the further improvement of people’s life in the province. Therefore, in order to gradually narrow the gap in the level of economic development between the regions in the province and promote the economic development in the province, we must speed up the economic development in underdeveloped areas in the province in a planned and systematic manner and formulate policies that conform to the laws of nature and economy Requirements, in line with the actual development of regional economy strategy. The formulation of such a strategy needs to address the following issues of understanding.
