我们县级综合改革鄂陕调查组,于3月11日到4月20日,先后调查了湖北省襄樊市、荆州地区、罗田县、大冶县、当阳县、石首市、枣阳市、随州市、安陆市和陕西省宝鸡市、汉中地区、宝鸡县、勉县、周至县等县(市)近几年来改革的进程和经济发展情况,并就县级改革地位、作用、目标、重点等问题,同地方同志作了探讨。一路所见所闻,使我们感到,从改革的全局上来讲,城市改革与农村改革正在县级层次上汇流,县级综合改革已势在必行,急需引导。县级综合改革出现了好势头两省县级综合改革都是从1984年下半年开始的。湖北省确定了9个试点县,陕西省有16个试点县。在我们调查的10个县(市)中,有试点县(市),也

Comprehensive reform at the county level is imperative and it is in urgent need of guidance. The comprehensive reform at the county level has shown a good momentum. The comprehensive reform at the county level in both provinces started in the second half of 1984. Hubei Province has identified 9 pilot counties and Shaanxi Province has 16 pilot counties.
