The author states that education and the free market are not enough and suggest a series of institutional reforms that have unique insights into the public discourse. The economic worries many Americans feel in the early nineties disappear as the jobless rate declines, the stock market rises and the federal budget deficit melts. Some of the fears of dismissal and downsizing have diminished, and wages have even begun to climb, although their increase is modest compared to the long-term decline that began in the 1970s.
