充填周转体的概念是矿山在生产实践中,为加强对充填工作的科学管理,切合实际地衡量采充比例是否协调而提出来的。它的涵义是,在用充填处理采空区或应用充填采矿法的矿山,其计划充填量一般都小于采空区体积,这种不平衡是否算充填欠帐?我们认为不能一概而论。因为当年动采的采场,有的尚未结束采、出矿,也有的由于某些客观原因不具备充填条件,这部分采空区在一定期间内,尚不致构成安全上的危害,我们把这些允许暂缓充填的采空区体积称为充填周转体。
