2007年5月,北京市朝阳区与市属安贞医院达成协议,在朝阳区大屯街道启动三级医院发展社区卫生服务的试点工作,经过一年多的运转,基本做到了百姓满意、政府满意、医院满意。安贞医院举办的大屯社区卫生服务中心的成功探索,开创了三级医院发展社区卫生服务的新模式,是整合区域医疗卫生资源、降低医疗卫生成本,解决老百姓看病难、看病贵问题的重要创新举措。
