为了适应政府职能的转变,开展森林防火绩效考核已成为政府和社会关注的焦点,也是森林防火自身不断发展和完善的必然趋势。而要实施森林防火绩效考核,必须构建一套比较完整的森林防火绩效考核指标体系。本文提出了建立森林防火绩效考核指标体系的原则为科学规范性原则、系统性原则、可比性原则、定量与定性相结合的原则;初步构建了森林防火绩效考核指标体系,共4项一级指标,15项二级指标,44项三级指标。
In order to adapt to the change of government functions, the performance appraisal of forest fire prevention has become the focus of government and society, as well as the inevitable trend of continuous development and perfection of forest fire prevention. To implement the forest fire performance appraisal, we must build a relatively complete forest fire performance appraisal index system. This paper puts forward the principle of establishing forest fire performance appraisal index system as scientific normative principle, systematic principle, comparability principle, quantitative and qualitative combination principle, preliminarily establishes the forest fire performance appraisal index system, altogether has 4 first-level indicators , 15 second-level indicators, 44 third-level indicators.
