为保护农民土地的合法权益,农业部将派出6个检查组,分赴全国12个省(市)、自治区,针对目前在土地征用中低价强征强占农民承包地,截留扣缴农民的补偿安置费,不解决农民的就业安置;在土地承包和流转中,强制调整或收回农民承包地,强制农民流转承包地,非法改变土地的农业用途,截留农民土地流转收益等问题,重点检查12类严重侵害农民土地承包经营权益的行为以及各地贯彻实施《农村土地承包法》的情况,同时严肃查处一批乱占耕地,侵犯农民权益的违法乱纪案件。
