为本级领导服务、为上级领导服务、为基层领导服务,是信息工作服务的三个层次。这三个层次谁是重点需要准确定位。定位准确,事半功倍,信息效应得到充分发挥;定位不准,事倍功半,甚至是“吃力不讨好”。笔者认为,作为一级党委的工作部门,“三服务”相互关联,必须兼顾,但更重要、更直接的是为本级领导服务。上报信息是为本级党委向上级汇报工作、反映问题服务,下发信息也是为本级党委实施决策、指导基层工作
For the leadership services at the same level, for the higher leadership services, leadership services for the grassroots, information service is the three levels. Those who are the three levels need to be accurately positioned. Accurate positioning, do more with less, give full play to the effect of the information; positioning is not allowed, less effective, and even “thankless.” The author believes that as a first-level party committees and departments, “three services” must be interrelated, but more important and more direct service for the leaders at the same level. Reporting information is for the party at the level to report to superiors, reflecting the problem of service, issuing information is also for the implementation of the party committee at the level decision-making, guiding grass-roots work
