通过调查福建省农村卫生服务系统现状,分析了当前乡镇卫生院生存困难、农村公共卫生建设的不足与缺陷以及新型农村合作医疗制度目前试点中存在问题的原因。为此提出结合当前农村实际,明确农村卫生事业的基本目标和指导思想;政策上要帮扶乡镇卫生院发展,并加大投入力度;健全农村三级医疗服务网,切实加强农村公共卫生工作;建立和完善新型农村合作医疗制度和贫困人群医疗救助补偿机制的对策建议。
By investigating the status quo of rural health service systems in Fujian Province, the current difficulties in rural township health centers, the shortages and deficiencies in the construction of rural public health, and the causes of problems in the current trials of the new rural cooperative medical system are analyzed. To this end, it proposes to combine the current rural reality and define the basic goals and guiding ideology of the rural health undertakings; to help the development of township health centers on policies and to increase investment; to improve the rural tertiary medical service network and effectively strengthen rural public health work; Establish and improve the new rural cooperative medical system and the countermeasures and suggestions for the medical assistance and compensation mechanism for the poor.
