After experiencing the impact of the two oil crises of the 1970s, Taiwan and South Korea, resource-poor countries, quickly and easily overcame the inflation caused by soaring oil prices and regained their momentum of steady growth. The abundant resources are huge Latin American countries with potential for development are caught in the vicious inflation and debt crisis and have yet to completely get out of their predicament. Why is there such a big difference in the results of inflation in the two regions? This is a very thought-provoking question. So far, most of the articles have blamed the long-term fiscal shortfall in Latin America and the lack of timely austerity measures following the first oil crisis
