中央人民政府政務院發佈開於全國林業工作的指示,全文如下:一、當前的方針和任務我國現存的森林面積約佔領土百分之五,木材產量,向感不足,對天然災害之襲擊無法保障。而大部分地區對森林的破壞和濫伐行動,迄未停止。我們當前林業工作的方針,應以普遍護林為主,嚴格禁止一切破壞森林的行為。其次在風沙水旱災害嚴重的地區,只要有群眾基礎,並備種苗條件,應選擇重點,發動群眾,斟酌土攘氣候各種情形,有計劃地進行造林,並大量採種育苗以備來年造林之用。同時,為着發展交通,需要枕木電桿,為著恢復建設,需用大批木材,應製訂各森林區的合理的採伐計劇,並推行節約木材的社會運動。為便於編製造林及採伐計劃,應對成林荒山荒地及交通條件較好的天然林進行重點調查,並須及時培養榦部,開辦短期訓練班,解决技術人員缺乏的困難。这都是目前林业工作的方針和任務。
The CPC Central Committee Government released the instructions on opening up the country’s forestry work. The full text is as follows: I. The destruction of forests and deforestation in most areas have not stopped. Our current approach to forestry work should be based on universal forest protection, and all acts of forest destruction should be strictly forbidden. Second, in the areas where floods and droughts are severe, as long as there is a mass base and seedling preparation conditions, priority should be given to mobilize the masses to consider afforestation and planted afforestation planted in large quantities in order to prepare for reforestation in the coming year use. In the meantime, in order to develop transportation, there is a need for sleepers poles. For the restoration of construction, a large amount of timber is required. Proper harvesting and dramatization should be formulated for each forest area and a wood-conserving social movement should be promoted. In order to facilitate the preparation of afforestation and harvesting plans, key surveys should be carried out on the afforested barren hills and wilderness and natural forests with good traffic conditions. Cadres should be trained in a timely manner and short-term training courses should be set up to address the lack of technical personnel. This is the current policy and mission of forestry work.
