公共艺术的概念是面向社会的、开放的具有以广大民众广泛参与为特征的艺术形式,就其表现内容的多样性与丰富性而言,又体现出多元、复合、模糊的动态性特征。在艺术与非艺术之间:通俗与高雅并存,永恒与时尚同在;文化与商业互动;物质与精神相依。因此,缺乏对公共艺术理论的讨论、无益于产生完善的作品实践,我国的现状正如世界著名公共艺术家关根伸夫所言:“以我之见,中国的(公共艺术)尚处在‘量’重于‘质’的时代”。其原则是多方面的,无论是在文化观念上、运作机制、社会传播等方面,还是在行政方式乃至有关法律、法规的制订上都滞后于当代中国公共艺术发展到成长的迫切要求。
The concept of public art, which is socially oriented and open, has an art form that is characterized by a broad participation of the general public. In terms of the variety and richness of its performance content, the concept of public art reflects the dynamic characteristics of pluralism, compoundness and vagueness. Between art and non-art: the coexistence of both popular and elegant, with eternity and fashion; cultural and business interaction; material and spiritual dependence. Therefore, the lack of discussion on the theory of public art is not conducive to producing a perfect work practice. As the world famous public artist Guan Yufu said, “The current situation in our country is as follows:” In my opinion, China’s (public art) Heavier than the “quality” of the times. Its principle is multifaceted. It lags behind the urgent requirement for the development of contemporary Chinese public art both in terms of cultural concept, operation mechanism and social communication, as well as in the formulation of administrative methods and related laws and regulations.
