此文为铁道部孙永福副部长在“2 0 0 0·中国西部论坛”上的讲话。文章分析了铁路在西部大开发中的重要作用。提出了西部地区铁路发展的新思路、新措施 ,西部铁路建设的规模、重点和实施步骤 ,以及筹集西部铁路建设资金的途径。特别指出要“重视保护生态环境”的问题。这一讲话对今后加快西部铁路建设、实施西部大开发战略有着重要的指导意义
This article was delivered by Vice Minister Sun Yongfu at the “2000 China Western Forum”. The article analyzes the important role of railway in the development of the western region. Proposed new ideas and new measures for the railway development in the western region, the scale, emphasis and implementation steps of the railway construction in the western region and the ways to raise funds for the construction of the western railway.
