四方会谈破裂与其说是印度、巴西的保护主义所致,还不如说是美国无力回应全球长期以来要求其(以及欧盟)削减农业补贴的结果。WTO四方(美国、欧盟、印度、巴西)会谈再次破裂。这一次令人惊讶的只有一点,那就是美国贸易代表苏珊·施瓦布指责印度为此应承担主要责任、巴西应付次要责任。事实上,德国波茨坦四方会谈破裂与其说是印度、巴西的保护主义所致,还不如说是美国无力回应全球长期以来要求其(以及欧盟)削减农业补贴的结果。除非我们面对这个重要事实,否则成功仍然遥遥无期。
The collapse of the four-nation talks is not so much due to the protectionism of India and Brazil but also the result of the inability of the United States to respond to the long-standing demand that the world (and the EU) cut its agricultural subsidies. The four parties in the WTO (the United States, the European Union, India and Brazil) again broke their talks. What is surprising this time is that Susan Schwab, the U.S. trade representative, accused India of having primary responsibility for that and Brazil’s secondary responsibility. In fact, the breakdown of the Potsdam four-way talks in Germany is not so much due to the protectionism of India and Brazil. It is also the result of the United States’ inability to respond to the long-standing demand that the world (and the EU) cut its agricultural subsidies. Unless we face this important fact, success will remain in the foreseeable future.
