孔令士同志在《加强方志理论建设是当前的一项重要任务》(《黑龙江史志》1995年第1期)一文中指出:“方志事业的基本建设主要有三项:一是方志学科建设;二是方志理论建设;三是方志队伍建设。”方志队伍建设成为方志事业的基本建设,这一点在志界已经有了共识。我们认为,在方志事业的三大基本建设中,方志队伍建设是最重要的。鉴于此,李铁映同志指出:“要稳定、健全修志队伍。队伍的素质决定志书的质量。志书的质量决定了修志工作能否继续下去。”(《李铁映同志八月十七日在中国地方志指导小组第二届第一次会议上的讲话》,载《中国地方志》1995年第5期)看来,志书编者问题,不仅是方志领域里的基本问题,而且是关系到方志事业生死攸关的大事。方志队伍建设已成为方志事业基本建设的基础性工程。而要使方志事业后继有人、方志的学科建设和理论建设不出现断层,青年方志编者的培养问题,就成为这一基础性工程的基础。然而,这一问题目前在志界尚未引起足够的重视,成为方志事业的一个薄弱环节。本文仅就当前青年方志编者问题发表一点浅见,希望能引起志界的关注。
